The City of West Carrollton is excited to announce the completion of the Western Lakes Master Plan. This visionary plan sets the stage to consider how hundreds of acres of natural land along Farmersville-West Carrollton Road could be transformed into a premier destination for recreation, relaxation, and outdoor adventure. The objective of the Western Lakes Master Plan is to establish a unified network of recreational spaces.
The area could serve as a natural counterpart to the River District’s proposed Whitewater Park on the Great Miami River, positioning West Carrollton as a leading recreation destination in the region. The six properties that form this district could offer diverse opportunities for outdoor activities, making them ideal for anything from leisurely walks to adventurous water sports.
City staff, in collaboration with a diverse 17-member advisory panel and a consulting team, have worked diligently to create a plan that meets the community’s needs and reflects a collective vision for this area. The advisory panel identified key priorities for the plan area, including outdoor recreation, social activities, relaxation, water-based fun, and amenity-rich camping and lodging options. Market research supports these priorities, indicating demand for such facilities.
While the plan outlines exciting possibilities, the City does not currently own the properties in the Western Lakes area. This plan serves as a vision for what could be achieved if this land were acquired or developed in collaboration with private landowners and other stakeholders. As a guiding framework, the Master Plan sets the stage for discussions and partnerships that could one day bring these recreational opportunities to life, ensuring that any future development of this area aligns with the community’s needs and aspirations.
