West Carrollton City Manager – Amber Holloway

Amber Holloway was appointed as the City Manager of West Carrollton by the City Council. As the chief executive officer and administrative officer, Ms. Holloway oversees the day-to-day operations of our complex municipal organization that caters to a residential population of 13,000 spread across 6.6 square miles. The City of West Carrollton has a dedicated workforce comprising 72 FTEs, 36 part-time, and 36 seasonal employees. Ms. Holloway’s leadership team is responsible for implementing the policy directives of the West Carrollton City Council. She oversees the delivery of police, fire, emergency medical services, refuse collection, water and wastewater treatment, public works, economic development, planning, engineering, parks and recreation, and code enforcement. In her capacity as the City’s chief executive, Ms. Holloway ensures the enforcement of all laws and ordinances, handles the appointment and removal of employees, exercises control over administrative departments and divisions, and advises the City Council on the financial condition and future needs of the City. Ms. Holloway holds a Master of Public Administration from Wright State University and a Bachelor of Science in City & Regional Planning from The Ohio State University. She is an AICP-certified planner and currently serves as the Immediate-Past President of the Ohio City/County Management Association.


West Carrollton Assistant City Manager – Dan Wendt

Dan Wendt is the Assistant City Manager in West Carrollton, OH. He helps lead the City’s $108 million River District Redevelopment, economic development, human resources, collective bargaining and labor relations, communications, and special projects. Dan is a Returned Peace Corps Volunteer, an ICMA Credentialed Manager, Certified Labor Relations Professional, and a Leadership Ohio alumnus. He is a former Dayton Business Journal 40 Under 40, Vandalia Butler Chamber of Commerce Business Person of the Year, and past state president of the Ohio City/County Management Association where he received the Distinguished Early Career Award. He earned a Bachelor of Arts from Ohio State University and a Master of Public Administration from Bowling Green State University; where he was a Coverdell Fellow and was honored with the Distinguished Alumnus and Academic Achievement awards. He enjoys coaching youth sports, hunting, fishing, and is a finisher of the Air Force Marathon.
