Proposed Charter Amendments – November 4, 2025 Ballot

The City of West Carrollton City Council has voted to place proposed amendments to the City Charter on the ballot for the November 4, 2025 General Election.

A Charter Review Commission, appointed by City Council, reviewed the City Charter and recommended several updates. City Council approved these recommendations to be presented to voters.


Election Information

  • Election Date: Tuesday, November 4, 2025
  • Polling Location Times: 6:30am – 7:30pm
  • Location: Regular polling places in the City of West Carrollton (as determined by the Montgomery County Board of Elections)
  • Ballot Title: “Proposed Charter Amendments, City of West Carrollton” (Issue # 13)

Early in-person voting is available at the Montgomery County Administration Building from October 7th to November 2nd. Please visit the Board of Elections website for voting dates and times.


Summary of Proposed Amendments

The following sections of the Charter are proposed for amendment. This is a brief summary; please refer to the provided links for the full Charter text.

  1. Section 4.06 – Vacancies, Creation of

    • Current: A council seat is vacated after missing three consecutive meetings without excuse.

    • Proposed: A seat is vacated if a member misses three (3) meetings in a calendar year without excuse.

  2. Section 5.02 – Introduction of Ordinances

    • Current: Clerk posts meeting agenda in five public places.

    • Proposed: Clerk posts agenda on the City’s website and in the Civic Center.

  3. Section 5.05 – Publication of Ordinances

    • Current: Ordinances must be published in a newspaper or posted in five public places.

    • Proposed: Ordinances will be published on the City’s website and in the Civic Center.

  4. Section 5.08 – Resolutions

    • Current: Requires resolutions to be introduced by a Council member.

    • Proposed: Removes that requirement.

  5. Section 7.05 – Central Purchasing

    • Current: Council establishes a purchasing agency; City Manager may serve as Purchasing Agent.

    • Proposed: City Manager is responsible for supervising purchasing.

  6. Section 7.10 – Department of Law / Law Director

    • Current: Law Director must be an individual attorney.

    • Proposed: A law firm as well as an individual attorney may serve; clarifies role of assistant prosecutors.

  7. Section 10.02 – Exempt Positions

    • Current: “Secretary to the City Manager” is exempt from civil service.

    • Proposed: Updates title to “Executive Assistant to the City Manager.”
