Electric aggregation allows the City of West Carrollton to negotiate lower electricity generation rates on behalf of our residents and small businesses by leveraging the collective buying power of our community.
Through the Miami Valley Communications Council (MVCC), West Carrollton participates in a multi-community aggregation program, currently served by Dynegy Energy a PUCO-certified supplier.

Are there any documents regarding the proposal from Miami Valley Communications Council available for review?
Yes. The MVCC Operation and Governance Plans for electric and natural gas are available on the aggregation homepage.
Who will send me my utility bill?
Your utility bill will continue to come from the same company. Aggregation may change your energy supplier, but your energy distributor will remain the same. The energy distributors for Vandalia are AES Ohio for electricity and CenterPoint Ohio for natural gas.
Am I locked into the aggregation rates?
No. Residents have the opportunity to review the rates and decide if it is advantageous to stay in the group or opt-out. Compare the 6.57 cents per kWh rate with other providers by visiting energychoice.ohio.gov. The website makes it easy to compare providers and rates. You can opt-in and opt-out without incurring fees.
How do I enroll?
Enrollment is automatic for eligible residents and small businesses who are not already participating in a special pricing program.
What if I already have an agreement with a supplier when community aggregation goes into effect?
Your energy agreement will remain in effect until it expires. You may be able to cancel an existing agreement, however that may require a cancellation fee. Whenever the agreement ends, you must call Dynegy in order to participate in the community aggregation program. This transition will not occur automatically.
