Aggregation

West Carrollton is participating in Electric and Natural Gas Aggregation

West Carrollton has joined 17 local communities through the Miami Valley Communications Council to  negotiate electric and natural gas rates on behalf of our residents and small businesses by leveraging the collective buying power of our communities.

The Miami Valley Communications Council (MVCC) manages the aggregation programs. Through Palmer Energy Group, MVCC has negotiated an electric aggregation rate of 9.049 cents per kWh for the January 2026 through December 2026 program term for all participating electric aggregation customers. The natural gas aggregation rate of $0.6625 per Ccf remains in effect through May 2027 for all participating natural gas aggregation customers.

Are there any documents regarding the proposal from Miami Valley Communications Council available for review?

Yes. The MVCC Operation and Governance Plans for electric and natural gas are linked at the bottom of this page.

Who will send me my utility bill?

Your utility bill will continue to come from the same company. Aggregation may change your supplier, but your distributor will remain the same. The energy distributors for West Carrollton are AES Ohio for electricity and CenterPoint Ohio for natural gas.

Am I locked in to the aggregation rates?

No. Residents have the opportunity to review the rates and decide if it is advantageous to stay in the group or opt-out. Visit energychoice.ohio.gov to compare rates.

How do I enroll?

Enrollment is automatic for most residents and small businesses who are not already participating in a special rate program.

What if I already have an agreement with a supplier when community aggregation goes into effect?

Your agreement will remain in effect until it expires. You may be able to cancel an existing agreement, however that may require a cancellation fee. Whenever the agreement ends, and if you want to participate in the program, you will need to call the supplier to be enrolled in the program. This transition will not occur automatically.

Questions or Concerns?

Residents who have questions about aggregation may contact the City of West Carrollton at (937) 847-4633. More information may also be found at The Public Utilities Commission of Ohio website.
