Wastewater Treatment and Sewer Collection Division:

This division is supervised by the Utility Superintendent and includes seven (7) full-time employees.

The city draws it’s water supply from an underground aquifer, removes iron and manganese, treats the water with chlorine for disinfection and fluoride to promote dental health. The Water Treatment function of this division operates and maintains the wells, treatment plant, pumping facilities, and reservoirs. Regular sampling and analysis of raw and treated water is performed to maintain quality control of the drinking water distributed to users.

This division also operates and maintains the sanitary sewerage lift stations and the wastewater treatment facilities to meet the requirements of a National Pollution Discharge Elimination System (NPDES) Permit issued by Ohio EPA. The treatment process is closely monitored to assure that the treated effluent is of the highest quality.

The wastewater collection and treatment facilities include approximately thirty-seven (37) miles of sanitary sewers, two sewage lift stations, and a treatment plant. The sanitary sewer piping, with an average age of about 35 years, is about 95% vitrified clay and 5% concrete. The average daily flow to the treatment plant is 1.5 million gallons per day (mgd) with peak flows of 3.0 mgd.

The existing activated sludge treatment plant does an excellent job of treating the raw sewage to meet the requirements of the City’s National Pollutant Discharge Elimination System (NPDES) Permit issued by the OEPA.

The plant had major improvements added in 1989. These improvements included better solids handling, sludge dewatering and disposal and laboratory facilities. The replacement of a sewer lift station was also included in that construction. In 1997, the plant disinfection system was upgraded with the addition of Ultraviolet radiation. This process has produced better effluent quality while eliminating the need to add chlorine to the discharge.

POTABLE WATER SYSTEM:

The water supply for the West Carrollton water is three production wells each rated at 800 gallons per minute or a total of 3.5 million gallons per day can be delivered to the distribution system with all three wells operating. The average daily demand is 1.4 mgd with peaks as high as 2.6 mgd.

The average age of the watermains in the distribution system is approximately 35 years with the piping material being about 60% ductile iron, 35% cast iron, and 5% other materials.

Two storage reservoirs are maintained in excellent condition, one built in 1963 was refinished on the interior and exterior in 1994; the second reservoir which was constructed in 1978 was refinished in 1989. Each reservoir has cathodic protection which is tested and serviced on an annual basis. The cathodic protection protects the steel of the reservoirs against corrosion.

The City’s water filtration plant went on-line in early 1988. The plant was constructed for the removal of iron and manganese. This plant is maintained at a level to provide the community with an excellent supply of water for many years.

Six monitoring wells are sampled twice annually to determine the quality of the water source near the production wells. The production wells, plant, and distribution system are all sampled on a regular basis to ensure a high quality water is supplied to our customers.
