Parks & Recreation Department staff serve as liaisons to the Recreation Board and the City Beautiful Commission. The department staff works with these organizations to guide the Parks & Recreation Department programs and activities. The Recreation Board consists of five members, three of which are appointed by City Council with the other two being by the West Carrollton School Board. The Board serves as advisors to City Council and staff, develops plans and recommends policies for recreation programs and facilities, and acts as liaison between citizens and city government on recreational needs.
The Board meets at the Civic Center at 6:30 p.m. on the third Tuesday of each month September through May. The public is invited to attend Recreation Board meetings.

The City Beautiful Commission was formed in order to sponsor and promote activities that promote community pride and spirit. CBC is a special purpose organization established to encourage government, business, industry, and residents to participate in improvement of the city's appearance. The Commission is comprised of 15 members who live or work in the city. Members are appointed to a two-year term by City Council.
CBC meets at the Civic Center at 7:00 p.m. on the third Thursday of each month. The public is invited to attend CBC meetings and events.

- - Held the last Friday in April at 5:30 p.m. at the Civic Center
Each year, the Mayor of West Carrollton proclaims the last Friday of April to be Arbor Day in the city of West Carrollton. We believe that trees in our city increase property values, enhance the economic vitality of business areas, and beautify our community. West Carrollton has been designated a Tree City USA every year since 1989.
To commemorate Arbor Day, local Brownies, Girl Scouts, and other youth are invited to help members of the City Beautiful Commission plant a tree on the grounds of the Civic Center. The public is invited to the Tree Planting Ceremony.
The City Beautiful Commission coordinates with local civic organizations and businesses to plant flowers in various flower beds throughout the city. Civic Organizations, such as Girl Scout Troops and service clubs, plant flowers on city property and in city parks. The flowers are purchased by the city, and follow-up care and maintenance is handled by Parks Maintenance staff.
Businesses have the opportunity to adopt a flower bed in the grass median on Central Avenue in front of the West Carrollton Middle School. Each business purchases and plants the flowers, and a sign advertising the business is placed in the flower bed.

CBC also coordinates with local civic organizations and businesses to arrange for park care. Groups "adopt" a city park and provide litter clean-up and report to the city on park conditions.

- - Judging is conducted in July, with the awards ceremony in early September. Each July, members of the City Beautiful Commission tour the city and photograph homes with outstanding displays of flowers. Homes are judged on front yard floral displays.
The city is divided into ten precincts. A Grand Award winner is chosen from the winning homes in each precinct. Awards are also given to local businesses who make the effort to beautify their property with flowers.
Citizens may nominate a home or business for a Flower Award by contacting the Parks & Recreation Department before July 15.
- - Held on a Saturday in late May/early June
Sponsored by the West Carrollton Parks & Recreation Department and the City Beautiful Commission, Community Pride Day is a day of fun and service to the community. Volunteers are matched with elderly or disabled West Carrollton residents who need a helping hand with yard work. Typical projects include: mowing, trimming shrubs, planting flowers, weeding flower beds, weed trimming, and yard clean-up. All volunteers are served a picnic lunch at the Civic Center following the completion of projects.
Volunteers have commented, "I liked the feeling of unity and working for a common good." Asked what they enjoyed most about Community Pride Day, volunteers have said, "Giving back to the people of the community", and "Knowing that I helped someone in need."
Those residents who receive help through Community Pride Day are always appreciative of the hard work on their behalf. Many have said, "I don't know what I would have done if it wasn't for the volunteers."

The West Carrollton Parks & Recreation Department and the West Carrollton City Beautiful Commission co-sponsor this annual family event. Planned activities include horse-drawn carriage rides, area school and church choirs, and cookies and hot chocolate. Booth space is available at no cost to non-profit community groups to sell crafts and baked goods. The featured event of the evening is the Tree Lighting Ceremony, when Mayor Maxine Gilman and a local child "throw the switch" to kick off the holiday season in West Carrollton. Santa makes his annual appearance and visits with kids of all ages.
