DIRECTORY OF SERVICES
- Officers of the City of West Carrollton Police Department are authorized to provide for the removal of a vehicle when it is left unattended upon any street, bridge or causeway for forty-eight (48) hours, if the vehicle is illegally parked and constitutes a hazard or obstruction to the normal movement of traffic and if any vehicle is left on private property for more than seventy-two (72) consecutive hours without the property owners permission. - The City of West Carrollton provides animal control services to our residents through the Montgomery County Animal Shelter. The city will assist you in resolving your animal control complaints. These may include removal of stray animals (domestic and wild), handling sick or injured wildlife, vicious dogs, cruelty or neglect of an animal. Barking complaints are common and are a violation of the City Ordinance. All animal control services are dispatched through the West Carrollton Police Department. - Dogs need to be licensed within 30 days after obtaining the animal or within 30 days after moving to Montgomery County. Local sales of dog licenses are available at the Civic Center in January of each year please see Dog Licenses on the city's web site for details. - The Parks and Recreation Department offers various athletic programs, including adult volleyball, adult softball leagues, tennis camps for children, as well as soccer and ball leagues for children. - The Parks and Recreation Department has three ball fields at Harold Schnell Elementary, one at Weidner Park and three at Harmon Field. All fields are available during daylight hours only. 1For hours, see Parks.

- The building inspectors handle the issuance of all building permits, including electric, fence, signs, excavation in the right-of-way, curb, walk, and pool permits. They do all inspections except plumbing inspections which are performed by Montgomery County.
- Required for any new structures, room additions, renovations, fences, decks, swimming pools, commercial tents, signs (permanent or portable) and demolitions. Contact the Building Department at (937) 859-5184.
- All building and zoning regulations are administered by the City's Building Department, which issues all permits and inspects all building construction, call (937) 859-5184.

- The Planning and Economic Development Department publishes and delivers a newsletter three times a year, January, May and October. The newsletter is sent to all local businesses, commercial realtors, and developers.

- The City of West Carrollton is governed by a 7-member policy-making Council, composed of members elected on an at-large basis. The Mayor is elected on an at-large basis. City Council meetings are held the 2nd and 4th Tuesday of the month at 6:30 p.m. at the Civic Center Council Chambers located at 300 East Central Avenue

- The Service Department garage is located at 250 Miami Avenue and the Parks and Recreation/Water Department garage is located at 52 Pierce Avenue. Business hours are from 7:30 a.m. to 3:30 p.m., Monday through Friday.
- The Municipal Building is closed on the following holidays: New Year's Day, President’s Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day after Thanksgiving, Day before Christmas and Christmas Day. If a holiday is on a Saturday, the offices are closed on Friday, or if the holiday is on Sunday, the holiday is observed Monday.
- The City of West Carrollton operates under a council-manager form of government. The City Manager is hired by the City Council and is charged with administering the day-to-day operations of City government, as well as implementing the policies enacted by City Council.
- As part of the City’s customer service effort, a street map is available free of charge. A 2'x2 ½' detail map of West Carrollton is available for $2.00.

- Crime prevention is a major emphasis of the City of West Carrollton Police Department. Officers are available to help organize Neighborhood Watch Programs, which encourage neighbors to watch out for each other and report suspicious activities to the police. Bicycle Safety Block Watch
- A non-emergency crime which does not require an on-the-scene investigation should be reported to the West Carrollton Police Department at (937) 859-3688.
- All single family homes and duplexes in West Carrollton are eligible to participate in a weekly curbside recycling program. Rumpke recycles the following items: newspaper, aluminum cans, bi-metal beverage cans, steel food cans, glass bottles and jars, and plastic jugs and bottles. Residents who reside in condominiums and apartments should contact their management for further information on recycling. Call 859-5184 to request a recycling bin or for more information.

- The City of West Carrollton Tax Department collects a 2.00% earnings tax or income tax from city residents. Information regarding income tax requirements and assistance with the completion of their municipal tax returns is provided by Tax Department Personnel at (937) 859-8288. See Taxes - City.

- Permits are required for electrical work done to any structure. Contact the Building Department at (937) 859-5184. Permits will be issued within 5 working days after submitting the application.

- Oversees all major City construction projects and is responsible for all public works inspections. Also handles the updating of the official City map, requests for new sidewalks or sidewalk repair, improvements in storm drainage systems and matters relating to new streets or street improvements and subdivision regulations. - To build a fence a permit is required. Please contact the Building Department at (937) 859-5184 for a permit. The permit will be ready approximately 5 working days after submitting the application and site plan showing location of the fence.
- Handles all the financial activities associated with operating the city, including the water and sewer utility billing.
- The Police Department will finger print for job applications if you are a resident of West Carrollton or will be employed in West Carrollton.

- The Fire Department responds to fires and calls for emergency medical assistance from its 2 fire stations located throughout the City. For non-emergencies call (937) 847-4645 and for all emergencies call 9-1-1. Additionally, copies of fire reports are available with proper identification.
- Conducted once a year, in April and May (see the City newsletter for specific dates). Flushing is performed to flush out any iron that has settled in the system and to exercise hydrants and check for necessary maintenance to keep the system in proper working order.

- No new building can be opened for business until it has been inspected to guarantee the building meets Fire standards. - Signs for garage sales may not be posted in the public right-of-way. Signs may not be posted on utility poles, street signs or light poles. Ample parking must be provided as to not cause a traffic disturbance or a parking violation. No permit is required.

- In an attempt to ensure the attractiveness of the City, property owners are required to keep all weeds, grass and vegetation under 12 inches high or going to seed. Please be considerate of your neighbors and keep your grass properly mowed. If you believe someone may be in violation of this ordinance, please call (937) 859-5783.
- In order for lawn waste to be picked up you must purchase lawn debris bags through the City of West Carrollton at the Civic Center for $1.25 each.
- The Service Department will collect leaves during the fall. Pick-up begins at the end of October and lasts throughout December. (please refer to your newsletter for exact pickup dates) Your leaves will be picked-up if you pile them by the curb on your designated week of pick-up. - City ordinance requires dogs to be under physical constraint, such as a leash, or in a secure fence while loose on the owner's property, unless accompanied by an adult 18 years or older. A dog must always be under physical restraint when off the owner's property.

- May be picked-up (free of charge these maps are of the South Metro area published by the South Metro Dayton Area Chamber of Commerce) at the Civic Center, 300 East Central Avenue. Zoning maps are available through the Planning and Economic Development Department. A wall size map cost is $2.00 and a wall size zoning map is $1.50.

- West Carrollton has ten parks, covering over 135 acres of recreational land. They provide athletic fields, basketball and tennis courts, picnic area shelters, bikeways, hiking trails and playgrounds. - This department provides a wide variety of leisure activities for all age groups and is responsible for maintaining the city’s parks and ball fields. All the grass cutting in the city, tree trimming and planting are completed by this department.

- Residents of the City of West Carrollton are asked to observe all regulations regarding their property, which includes cleaning and maintaining sidewalks adjoining property, as well as driveways, approaches and curbs; keeping property clear of junk vehicles and litter; maintaining the lawn so that grass and/or weeds are below 12" and assuring that all easements are clear of obstructions.
- The right-of-way is a strip of land owned by the City, which usually includes the land between the roadway and the sidewalk, or the street and the utility poles. All arterial roads will be plowed and/or salted, then main thoroughfares, and all other residential roadways. - Located in Wilson Park at the corner of South Elm and Wilson Park Drive; updated in 1997 many new features were added for patrons to enjoy. Enhancements include a zero-depth entry, mushroom water fountain; jet spray wall; updated bathhouse and concession area and additional shelter area. The pool offers three diving boards leading to a 13' diving well; spacious sunbathing area; and small toddler wading pool. The pool is available for rental for after hours parties. - Is a monthly news program. The program was designed to inform the community on the services, activities and amenities provided in our city. The program will focus on people, places and services of the city. It airs on Miami Valley Cable Channel 10 at 6:15 p.m. the second Tuesday and will be repeated on the fourth Tuesday before city council meetings at 7:30 p.m.

- A 2.00% municipal income tax is assessed on the wages, salaries, commissions and other compensation earned by residents of the City of West Carrollton and on individuals working within the City of West Carrollton. Business profits are also subject to the tax. The City has mandatory filing for all residents 18 years or old, whether tax is due or not. For more information call (937) 859-8288.
- For city services an effective tax rate of $0.56 per $1,000 of the home market value is assessed on residential property in the City of West Carrollton. A home owner pays just under $56.00 per year to the city on a property with market value of $100,000. The remaining of the property tax paid goes to the West Carrollton schools and Montgomery County. - You may not remove trees that are located in the public right-of-way. For trees that are dead or obstructing view in the public right-of-way contact the Parks and Recreation Department at (937) 859-5181. If you are considering planting a tree call the Ohio Utilities Protection Service at 1-800-362-2764 to allow them to properly identify the location of the utility lines. Call the Parks and Recreation Department for further information on the types of trees that can be planted in the right-of-way.

- Our rates, among the lowest in the area, are based on water consumption. Bills are mailed on a quarterly basis. They may be paid by mail or at the Cashier’s Office at the Civic Center between 8:00 a.m. and 5:00 p.m. There is also a night depository drop box in the Civic Center lobby for after hours and weekends. Please note: Some areas of the City get their water and sewer service from either the County or the Jefferson Regional Water Authority due to annexations over the years.
- Employees of the wastewater treatment plant are responsible for treating over million gallons of wastewater each day; 365 days per year. The wastewater treatment plant is located at 601 West Central Avenue.
- The City’s water treatment plant produces more than a million gallons of drinking water each day. The water is pumped from wells, treated, and distributed throughout the City via nearly 35 miles of water lines.
- In an attempt to ensure the attractiveness of West Carrollton, the City requires property owners to keep all weeds, grass and vegetation under 12 inches high. If you believe someone may be in violation of this ordinance, please call (937) 859-5783.

- A five citizen member board reviews all appeals to the Zoning Code that may cause a hardship if the property owner adheres to the Zoning Code. For more information about this board contact the Planning and Economic Development Department at (937) 859-5783.
