A

Abandoned Junk Vehicles - Officers of the City of West Carrollton Police Department are authorized to provide for the removal of a vehicle when it is left unattended upon any street, bridge or causeway for forty-eight (48) hours, if the vehicle is illegally parked and constitutes a hazard or obstruction to the normal movement of traffic and if any vehicle is left on private property for more than seventy-two (72) consecutive hours without the property owners permission. Other provisions may also provide for the towing of vehicles as well. Contact the City of West Carrollton Police Department at (937) 859-3688 for further information.

Accident Reports - Contact the City of West Carrollton Police Department at (937) 859-3688 to report accidents that occur on private property and are not injury related. If an accident occurs on public property or is injury related call 9-1-1. See Police Reports.

Alcohol-Drug Addition Center - Community Mental Health Services of Montgomery County provide therapy for those who are dependent on alcohol and/or drugs. The Montgomery County office is located at 15 E. Third Street, Dayton, Ohio 45402. The 24 hour crisis line is ( 937) 224-4646.

Animal Control - The City of West Carrollton provides animal control services to our residents through the Montgomery County Animal Shelter. The city will assist you in resolving your animal control complaints. These may include removal of stray animals (domestic and wild), handling sick or injured wildlife, vicious dogs, cruelty or neglect of an animal. Barking complaints are common and are a violation of the City Ordinance. All animal control services are dispatched through the West Carrollton Police Department. Animal Licenses - Dogs need to be licensed within 30 days after obtaining the animal or within 30 days after moving to Montgomery County. Local sales of dog licenses are available at the Civic Center in January of each year please see Dog Licenses on the city's web site for details. Athletic Programs - The Parks and Recreation Department offers various athletic programs, including adult volleyball, adult softball leagues, tennis camps for children, as well as soccer and ball leagues for children. A more detailed list of activities can be found in the Parks and Recreation Department's activity brochure.

Ball Diamonds - The Parks and Recreation Department has three ball fields at Harold Schnell Elementary, one at Weidner Park and three at Harmon Field. All fields are available during daylight hours only. 1For hours, see Parks.

Basketball Courts - Full courts at Wilson Park, Hintermeister Park, Grantwood Park, Weidner Park and Leiwig Park. Half courts at Donnington Park, Harmon Field and Friend Park. For hours, see Parks.

Block Parties - Permits for block parties can be obtained from the City Manager's Office, (937) 859-5183.

Board of Elections - Located at 14 West Fourth Street in Dayton. Call (937) 225-5656 for additional information.

Brush Pick-Up - Scheduled on regular pickup day. Has to be 3 to 4 feet in length and 18 inches in diameter. For further information contact the Service Department at (937) 859-5184.

Building Inspection Division - The building inspectors handle the issuance of all building permits, including electric, fence, signs, excavation in the right-of-way, curb, walk, and pool permits. They do all inspections except plumbing inspections which are performed by Montgomery County.

Building Permits - Required for any new structures, room additions, renovations, fences, decks, swimming pools, commercial tents, signs (permanent or portable) and demolitions. Contact the Building Department at (937) 859-5184.

Building Standards - All building and zoning regulations are administered by the City's Building Department, which issues all permits and inspects all building construction, call (937) 859-5184.

Bureau of Motor Vehicles (License Bureau) - Located at 1162 East Central Avenue (937) 866-9511. Driver's license, registration and tags expire on your birth date. There is no grace period allowed by law. The License Bureau is a State of Ohio agency.

Burning Trash - City of West Carrollton prohibits, by ordinance, the burning of trash or brush within the City limits. For more information, call the Fire Department at (937) 847-4645.

Business License - Can be obtained by the State of Ohio and Montgomery County.

Business Update Newsletter - The Planning and Economic Development Department publishes and delivers a newsletter three times a year, January, May and October. The newsletter is sent to all local businesses, commercial realtors, and developers.

Bus Service - RTA (Regional Transit Authority) county -wide service on major thoroughfares. West Carrollton is served by Bus Routes #18 and #19.

City Administration - See City Council or City Manager.

City Council - The City of West Carrollton is governed by a 7-member policy-making Council, composed of members elected on an at-large basis. The Mayor is elected on an at-large basis. City Council meetings are held the 2nd and 4th Tuesday of the month at 6:30 p.m. at the Civic Center Council Chambers located at 300 East Central Avenue

City Council on TV - City Council meetings will appear live on Government Access Channel operated by the Miami Valley Cable Council. The program can be seen on Channel 10. (See also City Council)

City Garage - The Service Department garage is located at 250 Miami Avenue and the Parks and Recreation/Water Department garage is located at 52 Pierce Avenue. Business hours are from 7:30 a.m. to 3:30 p.m., Monday through Friday.

City Hall Closings - The Municipal Building is closed on the following holidays: New Year's Day, President’s Day, Good Friday, Memorial Day, Independence Day, Labor Day, Thanksgiving Day, Day after Thanksgiving, Day before Christmas and Christmas Day. If a holiday is on a Saturday, the offices are closed on Friday, or if the holiday is on Sunday, the holiday is observed Monday.

City Manager - The City of West Carrollton operates under a council-manager form of government. The City Manager is hired by the City Council and is charged with administering the day-to-day operations of City government, as well as implementing the policies enacted by City Council.

City Map - As part of the City’s customer service effort, a street map is available free of charge. A 2'x2 ½' detail map of West Carrollton is available for $2.00.

Civic Center - Built in 1979; houses the administrative offices, Council chambers, Police Department, meeting rooms and the West Carrollton Branch of the Dayton-Montgomery County Library. It is located at 300 East Central Avenue, (937) 859-5183. The facility is open Monday though Friday from 8 a.m.- 5:00 p.m.

Commissions and Boards - Citizens are encouraged to apply for appointment to any of the City's eight (8) commissions and boards. A list of available positions and application forms may be obtained by calling (937) 859-5183. The boards and commission include: Planning Commission, Board of Zoning Appeals, Income Tax Board of Review, Personnel Appeals Board, Recreation Board, Property Maintenance Code Appeals Board, Board of Water and Sewer Charge Adjustment, City Beautiful Commission, Business Advisory Council and the Technology Advisory Group.

Crime Prevention - Crime prevention is a major emphasis of the City of West Carrollton Police Department. Officers are available to help organize Neighborhood Watch Programs, which encourage neighbors to watch out for each other and report suspicious activities to the police. They also conduct educational programs in schools and the community. Contact the Police Department at (937) 847-4668. Some of the programs include:

Crime Report (Non-Emergency) - A non-emergency crime which does not require an on-the-scene investigation should be reported to the West Carrollton Police Department at (937) 859-3688.

Curbside Recycling Pick-up - All single family homes and duplexes in West Carrollton are eligible to participate in a weekly curbside recycling program. Rumpke recycles the following items: newspaper, aluminum cans, bi-metal beverage cans, steel food cans, glass bottles and jars, and plastic jugs and bottles. Residents who reside in condominiums and apartments should contact their management for further information on recycling. Call 859-5184 to request a recycling bin or for more information.

Dead Animals - Removed from the streets by the Street Department at (937) 859-5184.

Decks - To build a deck, a permit is required. Contact the Building Department at (937) 859-5184. The permit will be ready approximately 5-10 working days after submitting the application and plans that are in compliance with the Building Code.

Earnings Tax Information - The City of West Carrollton Tax Department collects a 2.00% earnings tax or income tax from city residents. Information regarding income tax requirements and assistance with the completion of their municipal tax returns is provided by Tax Department Personnel at (937) 859-8288. See Taxes - City.

Easements - For questions concerning easements, please contact the Planning and Zoning Department at (937) 859-5783.

Electric Permits - Permits are required for electrical work done to any structure. Contact the Building Department at (937) 859-5184. Permits will be issued within 5 working days after submitting the application.

Emergency 9-1-1 - For emergency police, medical, or fire services, dial 9-1-1. The phone number and address of the caller will appear on a computer display screen, and emergency personnel will be dispatched immediately.

Emergency Medical Assistance - When citizens call 9-1-1 for emergency medical assistance, the EMS division responds. Additionally, copies of EMS reports are available with proper identification.

Emergency Sewer Service - 24-hour emergency sewer service is provided. If the problem occurs Monday through Friday, 8:00 a.m. to 5:00 p.m. phone (937) 859-8280, and after 5:00 p.m., weekends and on holidays call the Police Department at (937) 859-3688.

Engineering Department - Oversees all major City construction projects and is responsible for all public works inspections. Also handles the updating of the official City map, requests for new sidewalks or sidewalk repair, improvements in storm drainage systems and matters relating to new streets or street improvements and subdivision regulations. Fences - To build a fence a permit is required. Please contact the Building Department at (937) 859-5184 for a permit. The permit will be ready approximately 5 working days after submitting the application and site plan showing location of the fence.

Finance Department - Handles all the financial activities associated with operating the city, including the water and sewer utility billing.

Finger Printing Services - The Police Department will finger print for job applications if you are a resident of West Carrollton or will be employed in West Carrollton.

Fireworks - City of West Carrollton prohibits fireworks.

Fire Department - The Fire Department responds to fires and calls for emergency medical assistance from its 2 fire stations located throughout the City. For non-emergencies call (937) 847-4645 and for all emergencies call 9-1-1. Additionally, copies of fire reports are available with proper identification.

Fire Hydrant Flushing - Conducted once a year, in April and May (see the City newsletter for specific dates). Flushing is performed to flush out any iron that has settled in the system and to exercise hydrants and check for necessary maintenance to keep the system in proper working order.

Fire Hydrant Repairs - Please contact the Water/Sewer Department at (937) 859-8280 to report any hydrant that may be leaking or is damaged.

Fire Prevention - No new building can be opened for business until it has been inspected to guarantee the building meets Fire standards. All existing businesses have annual inspections to assure that they still comply with fire and safety regulations. Contact the Fire Prevention Officer at (937) 847-4645 for further information.

Flood Plain - Questions on flood classification, damage prevention please contact Planning and Economic Development Department at (937) 859-5783.

Furniture Disposal - Provided by City of West Carrollton. Contact (937) 859-5184 to make special arrangements for curbside pick-up. The fee for this service is $20.00.

Garbage Collection - Waste collection is provided by the City of West Carrollton to find out your scheduled pickup day, call the Service Department at (937) 859-5184.

Garage Sales - Signs for garage sales may not be posted in the public right-of-way. Signs may not be posted on utility poles, street signs or light poles. Ample parking must be provided as to not cause a traffic disturbance or a parking violation. No permit is required.

Graffiti Removal - Contact the Service Garage at (937) 847-6075 to remove graffiti from public property.

H

Historical Society - Located at 323 East Central Avenue, is open by appointment, please call (937) 859-5912. Meetings for the Historical Society are held on the second Monday of the month at 7:00 p.m. at the Civic Center Community Meeting Room.

Identification Cards - City employees are issued identification cards, with a photograph, when hired. If you are unsure whether an individual is a City employee, ask for their identification card.

Income Tax - See Taxes.

Income Tax Department - Income tax is a division of the Finance department which is responsible for the collection of the city’s 2.00% local income tax.

Junk Vehicles - Any motor vehicle which is inoperable or having expired plates must be housed inside a building or removed from the property. Contact the Zoning Department at (937) 859-5783 for any vehicle on private property. For vehicles located on the street, contact the Police Department at (937) 859-3688.

L

Lawncare - In an attempt to ensure the attractiveness of the City, property owners are required to keep all weeds, grass and vegetation under 12 inches high or going to seed. Please be considerate of your neighbors and keep your grass properly mowed. If you believe someone may be in violation of this ordinance, please call (937) 859-5783.

Lawn Debris Bags - In order for lawn waste to be picked up you must purchase lawn debris bags through the City of West Carrollton at the Civic Center for $1.25 each.

Leaf Collection - The Service Department will collect leaves during the fall. Pick-up begins at the end of October and lasts throughout December. (please refer to your newsletter for exact pickup dates) Your leaves will be picked-up if you pile them by the curb on your designated week of pick-up. Call (937) 859-5184 to find out your designated week or for further information.

Leash Law - City ordinance requires dogs to be under physical constraint, such as a leash, or in a secure fence while loose on the owner's property, unless accompanied by an adult 18 years or older. A dog must always be under physical restraint when off the owner's property.

Library - West Carrollton Branch of Dayton-Metro Public Library System; 300 East Central Avenue ( Civic Center) (937) 496-8901. Hours are Monday through Thursday, 9:00 a.m. - 8:30 p.m., and open on Friday and Saturday from 9:00 a.m. - 5:30 p.m., closed on Sunday.

Litter - Litter is removed along roadways and in the public right-of-way by the Service Department.

Maps of the City - May be picked-up (free of charge these maps are of the South Metro area published by the South Metro Dayton Area Chamber of Commerce) at the Civic Center, 300 East Central Avenue. Zoning maps are available through the Planning and Economic Development Department. A wall size map cost is $2.00 and a wall size zoning map is $1.50.

Marriage Licenses - Marriage licenses may be obtained from the Montgomery County Probate Court, 41 North Perry Street, Downtown Dayton. You must bring any and all divorce decrees. The fee for the licenses is $51.00. No checks or credit cards. If you have any questions, please call (937) 225-4656.

Mayor - The Mayor, elected at large, serves a four-year term and presides at City Council meetings. Together, the Mayor and the City Council are responsible for establishing the policies under which the City operates.

Mayor’s Court - Located in the West Carrollton Civic Center, 300 East Central Avenue. The Mayor’s Court handles any misdemeanor charge. Some charges are beyond the scope of this court. These crimes are referred to other courts or to the Miamisburg Municipal Court. For more information call (937) 859-8289.

Meeting/Community Room Usage - The City of West Carrollton has meeting rooms available for use by non-profit organizations for meetings. Availability of meeting rooms can be verified by calling the Parks and Recreation office at (937) 859-5181.

Occupancy Permit - Before a building is occupied an occupancy permit is required. Please contact the Building Department at (937) 859-5184.

Odor Complaints - The Ohio Environmental Protection Agency (OEPA) Hotline phone number is 1-800-282-9378. This number can be called to report odor complaints or other environmental concerns. The local office of the OEPA in Dayton can be reached at 285-6357 during normal business hours.

Parking Ticket - Parking tickets can be paid at the West Carrollton Mayor’s Court at the Civic Center, 300 East Central Avenue or call at (937) 859-8289. Hours are 8 a.m. - 5:00 p.m., Monday through Friday.

Parking - All motor vehicles are required to park on paved surfaces.

Parks - West Carrollton has ten parks, covering over 135 acres of recreational land. They provide athletic fields, basketball and tennis courts, picnic area shelters, bikeways, hiking trails and playgrounds. Visit Friend Park, Grantwood Park, Wilson Park, Leiwig Park, Miami Erie Canal, Donnington Park, Harmon Field, Weidner Park, Hintermeister Park, Soccer Complex and Lake Forest Park. Call the Parks and Recreation office at (937) 859-5181 for directions to any one of these fine facilities.

Parks and Recreation Department - This department provides a wide variety of leisure activities for all age groups and is responsible for maintaining the city’s parks and ball fields. All the grass cutting in the city, tree trimming and planting are completed by this department.

Permits - Permits for building, remodeling, demolition, electrical, and sign work can be obtained at the Building Department (937) 859-5184 during the hours of 8:00 a.m. - 5:00 p.m.

Picnic Shelters - Shelters at Wilson, Hintermeister, Weidner and Leiwig Park can be reserved. No fee required. Reservation information can be obtained by calling (937) 859-5181.

Planning and Economic Development Department - The department is responsible for current and long range planning, neighborhood revitalization and generally overseeing the physical development of the city. The department is also charged with the responsibility for fostering economic development to help strengthen the City’s economic base (937) 859-5783.

Police Department - Supported by an advanced 9-1-1 communications system, the West Carrollton Police Department features 26 officers who work to keep the City safe. The department involves citizens in Neighborhood Watch and other programs to prevent and solve crimes.

Property Maintenance Code - Is used to enforce maintenance of property. These codes are mandated by State and National guidelines. Contact the Property Maintenance Department at (937) 859-5783.

Recycling - See curbside recycling pick-up.

Refuse Service - The City provides refuse service. Please contact the Service Department office with any questions or concerns about your refuse pick-up. If the regularly scheduled pick-up day falls on a holiday, the refuse will be picked-up the next day.

Resident Responsibility - Residents of the City of West Carrollton are asked to observe all regulations regarding their property, which includes cleaning and maintaining sidewalks adjoining property, as well as driveways, approaches and curbs; keeping property clear of junk vehicles and litter; maintaining the lawn so that grass and/or weeds are below 12" and assuring that all easements are clear of obstructions.

Right-of-Way Questions - The right-of-way is a strip of land owned by the City, which usually includes the land between the roadway and the sidewalk, or the street and the utility poles. Road Construction, Resurfacing Program - Road construction occurs mainly during the spring and summer months, as existing roads are upgraded and new ones are constructed. Contact the Service Department at (937) 859-5184 for further information.

Satellite Dishes - A permit is required for any satellite unit. Cost will be assessed based upon cost of construction.

Service Department - The Service Department is responsible for litter control on public streets, street sign repairs, pot hole repair, fleet maintenance, snow and ice removal, street sweeping, and crack sealing and repairing streets each year. This department is the basis for making West Carrollton the beautiful City that it is today. Call (937) 859-5184 for further information.

Sewer Stoppages - Contact Water Department at (937) 859-8280, Monday through Friday, 8:00 a.m. - 5:00 p.m. or (937) 859-3688 after 5:00 p.m. and on weekends and holidays.

Sidewalks - For questions concerning sidewalks, contact the Service Department at (937) 859-5184.

Signs - To report illegally posted signs, or to obtain a permit to erect a permanent or temporary sign call the Building Department at (937) 859-5184. To report a damaged sign or missing street and traffic signs, call the Service Department at (937) 859-5184.

Snow and Ice Control - The Service Department is responsible for the removal of snow and ice on public roadways. All arterial roads will be plowed and/or salted, then main thoroughfares, and all other residential roadways. Residents are responsible for the removal of all snow and ice on the sidewalks that adjoin their property.

Solicitations - A solicitors permit is required for both profit and non-profit organizations to solicit door-to-door. Contact Police Administration at (937) 847-4668.

Street Improvements - See Service Department.

Street Lights - Report broken or burned out street lights to the Service Department at (937) 859-8280. Please provide a pole number if possible.

Street Signs and Signals - Please report any damaged or missing street signs to the Service Department at (937) 859-5184.

Swimming Pools - If you are going to install a swimming pool, please contact the Building Department for a permit at (937) 859-5184. Approval of the permit may take approximately 5 days after submittal.

Swimming Pool: - Located in Wilson Park at the corner of South Elm and Wilson Park Drive; updated in 1997 many new features were added for patrons to enjoy. Enhancements include a zero-depth entry, mushroom water fountain; jet spray wall; updated bathhouse and concession area and additional shelter area. The pool offers three diving boards leading to a 13' diving well; spacious sunbathing area; and small toddler wading pool. The pool is available for rental for after hours parties. Special events and social gatherings are held throughout the season. Pass sales information can be obtained by calling the Parks & Recreation Department at (937) 859-5181.

Take A Closer Look - Is a monthly news program. The program was designed to inform the community on the services, activities and amenities provided in our city. The program will focus on people, places and services of the city. It airs on Miami Valley Cable Channel 10 at 6:15 p.m. the second Tuesday and will be repeated on the fourth Tuesday before city council meetings at 7:30 p.m.

Taxes:

City Income Tax - A 2.00% municipal income tax is assessed on the wages, salaries, commissions and other compensation earned by residents of the City of West Carrollton and on individuals working within the City of West Carrollton. Business profits are also subject to the tax. The City has mandatory filing for all residents 18 years or old, whether tax is due or not. For more information call (937) 859-8288.

Property Tax - For city services an effective tax rate of $0.56 per $1,000 of the home market value is assessed on residential property in the City of West Carrollton. A home owner pays just under $56.00 per year to the city on a property with market value of $100,000. The remaining of the property tax paid goes to the West Carrollton schools and Montgomery County. This tax is paid directly to Montgomery County. For further information call (937) 225-4002.

Sales Tax - A 7 ½ % sales tax is imposed on taxable purchases in Montgomery County.

Tennis - Three lighted courts are located at Wilson Park and one court at Weidner Park.

Towed Vehicles - Please contact the City of West Carrollton Police Department, Monday through Friday, 8 a.m.- 4 p.m. at (937) 859-3688 and after 4 p.m. and on week-ends.

Traffic Signal - To report a problem with a traffic signal call (937) 859-5184, Monday through Friday, 8:00 a.m. to 5:00 p.m. After 5:00 p.m. and on weekends and holidays, please call (937) 859-3688.

Trash Collection - see Garbage Collection.

Trees (in the public right-of-way) - You may not remove trees that are located in the public right-of-way. For trees that are dead or obstructing view in the public right-of-way contact the Parks and Recreation Department at (937) 859-5181. If you are considering planting a tree call the Ohio Utilities Protection Service at 1-800-362-2764 to allow them to properly identify the location of the utility lines. Call the Parks and Recreation Department for further information on the types of trees that can be planted in the right-of-way.

Tree Trimming - Trees must be trimmed at 8.0' above sidewalk and 14.0' above street. Each homeowner is responsible for this maintenance. If any questions call the Property Maintenance Department at (937) 859-5783.

Vacation House Check - As a community service, the City of West Carrollton Police Department will periodically check the homes of residents on vacation. Residents must contact the Police Department at (937) 859-3688.

Vendors License - Can be obtained from Montgomery County.

Voter Registration - In order to vote in any elections within the State of Ohio, you must be a resident at least 30 days before the elections. City of West Carrollton residents may register to vote at the Public Library located at 300 East Central Avenue, (937) 496-8901 or Auto License Bureau, phone number (937) 866-9511.

Water Quality/Pressure - Contact Water/Sewer at (937) 859-8280, Monday through Friday, 8:00 a.m. to 5:00 p.m.

Water/Sewer/Refuse Bills - Our rates, among the lowest in the area, are based on water consumption. Bills are mailed on a quarterly basis. They may be paid by mail or at the Cashier’s Office at the Civic Center between 8:00 a.m. and 5:00 p.m. There is also a night depository drop box in the Civic Center lobby for after hours and weekends. Please note: Some areas of the City get their water and sewer service from either the County or the Jefferson Regional Water Authority due to annexations over the years.

Wastewater Treatment Plant - Employees of the wastewater treatment plant are responsible for treating over million gallons of wastewater each day; 365 days per year. The wastewater treatment plant is located at 601 West Central Avenue.

Water Treatment Plant - The City’s water treatment plant produces more than a million gallons of drinking water each day. The water is pumped from wells, treated, and distributed throughout the City via nearly 35 miles of water lines.

Weed Ordinance - In an attempt to ensure the attractiveness of West Carrollton, the City requires property owners to keep all weeds, grass and vegetation under 12 inches high. If you believe someone may be in violation of this ordinance, please call (937) 859-5783.

Zoning Board of Appeals - A five citizen member board reviews all appeals to the Zoning Code that may cause a hardship if the property owner adheres to the Zoning Code. For more information about this board contact the Planning and Economic Development Department at (937) 859-5783.

Zoning Certificate - To operate a home occupation, a zoning certificate is required. The fee is $15.00. For application information call the Building Inspection Division at (937) 859-5184.

Zoning and Subdivision Regulations - see Planning Commission. Zoning maps and ordinances are on display at the Building and Engineering Department and are available for a small fee.

Zoning Board - The Board of Zoning Appeals meets 2nd Wednesday of each month at 7:00 PM..
